Three Documents West African Importers Always Ask For (and Why)

Most West African importers are not asking for exotic documents. They want the same three things on every consignment, and they want them before the vessel arrives. If you have ever had a shipment stuck at Apapa or Tema because a paper was missing, you already know which three.

1. Bill of Lading with the right notify party. The "Notify Party" field on the Ocean Bill of Lading controls who the shipping line releases cargo documents to in Lagos, Tema or Abidjan. If the field is blank or points to a third party, the destination broker cannot pick up the original B/L or telex release without a letter of indemnity. We confirm the notify party in writing before sailing.

2. Commercial Invoice with HS codes and country of origin. Nigerian and Ghanaian customs compare the commercial invoice to the packing list and the Bill of Lading. Discrepancies in HS code, unit value or country of origin are the most common trigger for a 100 percent physical inspection. We pre-check the HS code list against the destination's tariff schedule and stamp the country of origin on every commercial invoice.

3. Packing List with dimensions and weights. Without a packing list, the destination broker cannot calculate the destination charges — terminal handling, storage, examination fees. We always send a final packing list 48 hours before sailing and confirm net weight plus gross weight per package.

Other documents matter too — Certificate of Origin, SONCAP for Nigeria, Form A or EUR.1 for preferential origin — but those three are the ones that decide whether cargo leaves the port or sits in a bonded warehouse for two weeks.

The lesson is simple: the destination conversation should start at the booking stage, not at the arrival stage. When we have the destination broker's name on file before sailing, the same consignment that would have taken ten days to clear takes four.
